What Criteria is Needed to Cause a Tour Reset?

Subject says it all.   Is this automatic or does someone have to hit a button in the Bat Cave?

It doesn't always start on the first of the month does it?

I believe it has to be manually triggered, as sometimes it doesn't happen until a couple of days late if the first is on a weekend. It is a monthly thing, though.

New tours, in the Melee arena, are started on the first business day of each month.  They are done manually and require a reboot of the arena.
