I believe what they've got in mind is some kind of gameplay where you up a "spotter plane" and somewhere on the map there's a destructible AI artillery battery you tell to fire, then tell to adjust fire so they're on target.
Not sure how that would be done in such a way that it wouldn't get to the point of "the VH at this base is at 4,3,2,4 and the RNG will mean it might take 3 salvos to hit that spot". Maybe have the artillery bases work like a spawn point, random location for the battery, then have it only able to open salvo based on being able to see your plane's dot and you adjust fire in relative terms from where it hits like sea mode instead of in absolute terms like land mode gunnery on the ships.
Not sure what to make of the idea honestly.
