Thinking about it, I will venture the toggle was placed in the Graphics setup GUI becasue that is exposed at the front GUI after the game starts up before selecting online\offline. That makes it easier for Hitech and company to support someone who knows very little about the game. Hitech has been changing how he presents controls lately from how I came to expect him to present them over the past 16 years.
And people accuse him of never changing......
