CV's have been hardened so it takes a lot of hits to sink one now. Shore batteries have no aiming system like CA's (with their land attack gunnery mode) so landing hits, especially at any real range, is really tough. Chute based spotting seems to be back in vogue again so attacking land targets from a CA is far easier. There is no reason to bring a CV into shore gun range anyway but if you do bring it in then it should be at least somewhat vulnerable to shore guns (which it really isn't right now since I put 15 hits into a CV and it didn't even phase it).
Either:
A) give the shore gun some sort of tool to help them land hits more reliably when a CV groups gets into range

B) bump up the calibre/effectiveness of the shore guns a bit.
Yeah, before you even say "a CV could take some hits so maybe this is just realistic" remember that it was also possible that a single hit could create some catastrophic damage but that never happens in AH.
If you want to sail your CV right up to a base then you should be prepared to face the onslaught of shore based defenses. You don't need to leave a CV very far offshore to make it impossible for a shore gun to hit yet still easily in range of the CA guns and their advanced targetting modes. CA's can shoot from over the horizon very accurately while shore guns don't have a chance in hell of hitting anything at anywhere near that range.
