All Non-Whiny/Non-Profane Posts = 1 Perk
"Kurt Tank Invented XXXXX" Post = 2 Perks
" ~~Player/Squadron/Country" Posts = 5 Perks~~
~~HTC Apple-Polishing Post = 10 Perks~~
~~Whine That Gives Opportunity for Witty HTC Reply = 25 Perks~~
~~Flight Test Data Post = 100 Perks~~

How about the player gains perk points for posting flight test or other useful high quality technical data (with appropriate sources)?

Perk points should be deducted for all other posts, on a graduated scale (5 perk point automatic assessment for certain prefixes pr phrases such as uber, laser, N1K, La7, Perk the... and so on). A heavy penalty should probably be assessed for listing Spain as your location in your profile.

Anybody whose name is a thinly disguised profanity (such as FunkedUp) should be severely penalized.

Funked: Your idea is poorly considered but if examined closely, hidden and unintentional merit emerges.
