of course i know how to drive , i passed a test and the STATE gave me a OFFICAL STATE DRIVERS LICENSE with my picture on it, they wouldn't do that if i could not drive , would they?....well would they??

why do i have to pay them every year?
why do i have to "renew" my car tag every year? it's not worn out
