I was running WinXP with 512MB only when the constant reboot cycle started on Friday night. I ran into random lockups when I formatted and installed WinME on Saturday morning and that was when I began my long drawn out testing. Now that I have gone on to WinXP Pro from WinME over the weekend I have not had any trouble.

As for handling the memory the board is rated to take Max. 3GB PC2100/PC1600 DDR SDRAM. Plus all indications are that the memory needs to go into the 3rd slot first from everything I have read. I only have 2 hard drives running off the 350W Enermax power supply. One of them is an ATA-66 IBM 13GB drive and the other is a 80GB Maxtor Diamondmax ATA-133 drive on a Promise ATA-133 controller card. The other image drives are two IBM 20GB ATA-100's with the exact same images of both WinME and WinXP Pro created with Ghost. Those are my test drives and only my test drives. Anyway all is good for now.

The last bit of testing revealed nothing wrong with the memory or the motherboard and power supply. Although we did find out that my 13GB IBM is on its way to death. I think that is what was causing the continuous reboot cycle and the install of XP Pro has been moved over to my 80GB while I wait on the replacement drive from IBM to show up in a couple of days.

I just suffered the exact problem you that you describe.  The Service pack has deleted your video drivers.  You will need a complete set of your card's video drivers before you try the steps below.  This fixed my problem (with an NVidia GeForce3 Ti).

1) If you can boot into windows Safe Mode, perform a system restore to a time previous to the SP1 update.  
2) On the next reboot, where it asks if you want to boot in safe mode, arrow down or up and choose the "Boot to previous configuration" (I forget the exact syntax).
3) With no video drivers loaded, you will now be stuck in 640x480 and 4bit color.  Load and install your video drivers then reboot.
4) Reconfigure the graphics to whatever resolution and color settings you had prior to the service pack installation.
