They could solve this if the just put up posters in the prisons that said 'Rape is not cool.  Be hip!'

That's what they are stopping. The spread of HIV and Syphilis in prisons is driving up the cost of keeping them locked up.

Well... since the majority of "them" seem to be there simple because of drug related crimes, this punishment seems rather severe.

For any pencil-necked AH geeks that plan on visiting a correctional institution in the near future who would like to keep their sphincters inviolate: read up on "Prisoner Inventions."  Mostly cigarette liters cobbled together from immersion heaters, but...(key word BUTT):
