Starbird has been the acting frame C.O. in my squad for a long time. If you need him to I will let him know and he or I will do so. :)

On the flip side please check to see if anyone has not done them for a while and give them the task. The same Frame C.O.'s tend to get picked over and over.  

When I write up my event I will not ask for volunteers, but "assign" Frame C.O.'s. If a C.O.’s can’t be the frame C.O. it is their responsibility to find a replacement or they may be removed from Squad Operations. This process has gone to the wayside, yet it is always how I ran mine and how I will again. IMHO it is the only way to run them. I put C.O.'s on a rotation and everyone shares the weight of being a Frame C.O.

It will save you time and headaches suave. It is their responsibility not yours.
