Yeah, I read that yesterday. There's currently a push to allow Japan to increase its navy and acquire fast attack boats and destroyers to patrol a larger portion of the Pacific area. Since Japan is highly dependent on shipping for most of its raw materials for industry, it can't afford to lose boats and crews in the high-attack areas.
The downside of that is that the Japanese military is a self-defense force and its hard to justify sending a squadron of ships into international waters on long-range patrol. Plus, some of its neighbors aren't too keen on an increased Japanese military presence off their shores.
I wonder if the current War on Terror will eventually encapsulate terror on the high seas.
