This is nonsence that we cannot up a tank when the eny value goes up. WE had a situation where the enemy came in tigers and we could not even up a panza. GV's should not be affected by this eny rule. You should never be not allowed to up gv's. I just had three tanks come in and I could not up any. The pop up says planes then it should be planes. Also when the pop up says EX: you cannot up a plane less then 10, then a 10 plane should be good to go, its not less than 10. it does not say 10 or less, it says less than 10.
