This program is probably for stuff that the Sniper wants to work with, but doesn't HAVE to have.

Some of it is personale choice stuff laser.
But some of it is Gov Issure stuff to thats running short so there are alot of civilian versions of that gear that they can make work.

And someof it is a direct cross over to the military versions.
