Back in the day, we had a rotating planeset back in WB. There was a lot of argument about how it should be done, and even about doing it at all. The result, therefore, was the type of compromise that made absolutely nobody happy, at least when I was doing WB (late 2.whatevers, just before HT and Pyro bailed).
IIRC, the tours were 3 weeks long, with 1940 to about mid-1944 taking the 1st 2 weeks. This made each day equal to about 1/4 of a year. Each day, therefore, new planes became available (while all the older ones stayed on), which meant that the BoB, the Focke-Wulf Summer, etc., all only lasted 1 day in the arena. Then we had a "uber week" with all the planes on, including all the late-war uberplanes. I'm sure it was done differently at different points in WB's life, however.
But the main point is, as I experienced it, everybody agreed that it sucked, although for different reasons. Those who wanted to fly in a certain early era were unhappy that it only lasted 1 day (with few folks flying), after which their planes of interest were obsolete. OTOH, those who only wanted to fly the late-war planes (including all the landgrab dweebs, due to the better ord) were pissed that these were only available 1/3 of the time, even though for a complete week. And everybody hated being forced to fly planes they'd rather not fly, just because their favorite rides weren't available for a lot of the time. And because it was pay-by-the-hour, a lot of folks sat out completely until some plane they liked became available.
I can't see things being done differently in AH. And because nobody liked it in WB, I doubt we'll see it in AH. That's what the TOD arena will focus on instead.
