This was a big no no, but a few years ago I worked at a facility that had a high percentage of international aircraft in the traffic counts. Sometimes it was seriously frustrating trying to communicate with the pilots and we had several close calls because of misunderstood instructions.
Our field was an isolated VFR only facility, and one IFR night after midnight shift change I snuck a hand-held VHF radio down to the base of the tower to mess with my friend who had just come on shift. I knew he had no traffic and wouldn't have any until the sun came up.
I don't remember exactly how the conversation went, but in my best garbled accent I finally convinced him that I didn't know what minima meant and he issued me a SVFR clearance to enter the class D out of sheer frustration. I kept him going for about 15 minutes calling in reporting points and finally went back upstairs to return the radio.
He told me all about this idiot he had been talking to and couldn't believe he had to put up with this crappy job, etc etc. I nodded along and it suddenly dawned on him what had happened. "Aww, **** you man!"
Anyway, you had to be there. Luckily for me there was no DVRS recorder in that facility. I might have actually gotten caught and into some real trouble, but back then I didn't seem to think that far ahead.
