Smoking GVs

Smoking GVs. Does that mean anything in game anymore? It used to be that a smoking GV had either the motor out or the turret out. Lately that doesn't seem to be the case. What gives?

I don't know if it's lag, or what.. But I've seen flaks keep firing for a few seconds after the turret gets strafed, and only then seem to "get" that they're disabled.  Sort of like planes taking a tater in the engine, smoking oil, and only a bit later going deadstick.
Then you add the possibility that they have supplies in range and it's pretty hard to know what's going on.
