Problems with my new HIS 3650 AGP card

 OK, I've been slowly upgrading my old PC so I could get back into AH. Here's what I HAD:

Mini-Tower mATX Chassis w/350W PS P4M266 Motherboard   
    Intel Pentium 4 Processor 2.8 GHz 533FSB w/ 512K Cache   
   1024MB DDR333 PC2700 Non-ECC Memory (512MB x 2)   
   40GB Ultra ATA (5400rpm) Hard Drive   
   GeForce FX5600-8X 128MB Video Card with TV Out  (AGP)
   300W Power supply

  Now, here's what I HAVE:
   
    Mini-Tower mATX Chassis P4M266 Motherboard (Biostar U8668-D)
    Intel Pentium 4 Processor 3.2 GHz HT w/ 512K Cache   800 MHz FSB
   2Gb PC3200 Non-ECC Memory (1GB x 2)   
   40GB Ultra ATA (5400rpm) Hard Drive   
   HIS Radeon HD 3650 512MB 128-bit GDDR2 AGP 4X/8X HDCP Ready Video Card
   580W Power supply w/12V @ 25a

  I'm having real problems with my vid card. When I install it, I normally lose the keyboard (PS-2) and mouse (USB), but can reboot a few times and eventually get to my desktop, then the  computer locks up. I'm currently using onboard video and have disabled it and enabled it, but that doesn't help. The only way I can boot the computer is with the 3650 card completely out of the case....as in unplugged.
  I also have bought a new 250 Gb hard drive to be installed soon.

If you can return that card on warranty consider yourself lucky and get a faster card instead. The 3650 isn't up to the task anyway.

3850 should be a much better option.

Interestingly, this sounds like an IRQ conflict to me. But, I've never encountered one, so I can't say for certain or give any tips.

It could also be old nvidia drivers in the background. Did you uninstall nvidia drivers + run driver cleaner before installing the ATI card?

If you can, fresh reformat would do wonders in that case. In fact if you're getting a new HD I would definately do a fresh install on that if the old configuration gave problems.

Most system BIOS's have an option for "Plug and Play OS" (yes/no).

This affects what whether all devices or only those deemed to be required for startup are allocated system resources at startup, and I've seen somewhat similar instances where there were clashes.  Interestingly enough, sometimes you need to set it to the opposite setting of what's true to avoid conflicts.

I always choose "NO" BIOS this way I can load the drivers myself rather then the Microgarbage Drivers

AFAIK the bios setting doesn't affect loading any drivers (which are handled purely by the OS) but how interrupts are handled.

I dont think that motherboard supports your new memory (for starters). Then the CPU. In fact I think the motherboard is the problem altogether.

  I don't know but the computer runs fine with the new memory and CPU so long as the new video card isn't in.

The price difference between the cards is marginal and the posters here can't be 100% sure you won't be GPU limited. So I would surely get the 3850.
