Question About Full Skin Slots

I know you don't like retiring skins, but someday you may decide to. 

If a skin is submitted with the slots full do you keep it somewhere or does it disappear into the ether?

The system should not allow a submission for a skin where there is no slot available.

Well, I had to check to see if I actually wrote that code, or just had it rattling around in my head.  Yes, it was still in the "waiting room".

Now it should complain when all the slots are full.
