Locking down the game

In my continuing saga of using Aces High in a museum display, we've run into a bit of an issue. That is, people simply cannot stop themselves from digging into the game and messing with settings. To the point that PC's have to be shut down until someone has a chance to straighten them out.
So my question is, does anyone have some ideas on how to lock down the settings? I know this is basically trying to turn AH into a kiosk, which it was never meant to be, but I'm sure the incredibly knowledgeable folks here will have some ideas.

Change all the files in the settings folder to read only.
It still would require restarts to reload them.
