Any sound editor worth it's weight, like Goldwave, can turn the pitch of a sound down or up. The catch is some sounds don't like it when you do that; they'll pop or click like crazy. I found this out when doing work on my sound pack. The only way around this is to clip parts of the sound off and loop-play the sound again. I save a copy of any edited sound in another directory so I can simply go back and remove any changes. One thing you can't change back is a sound you've cut parts out of to remove a nasty pop or click.
If you want to get more complicated, you can use a low and high bypass filter on the same sound. In Goldwave save the sound as another name before you start. Run a low bypass filter and save it under a different name, then re-open the original sound. Run a high bypass filter and save this as something else. Now you've got the original, the low end, and the high end all seperate. Using this method you can find pops or clicks a lot more easily. Removing them is a sinch too. Once you're done paste-mix the high end with the low end at 100% volume and it should come out fine. If you hear another pop or click then it's a problem with both sounds being combined. THAT'S a real pain to deal with, and I haven't figured out how to fix it yet.
