Typical pull-over scenario:
Perp pulled over, cop car behind or beside. Cop gets out, stands next to driver's window. Partner can't stand in front of car. Car drives off. Cops begin high-speed pursuit.

Yep. Tho that always has been the way. By their own admission, forces around them practise it as common sense safety. The Officer in front of the vehicle screwed up. Not many options left to him once the vehicle moved towards him but he shouldnt have been there in the first place.
The message in the first post is a little misleading tho. Its more of a margin of safety than a way to escape. High Speed chases will kill you easily enough. Desperate men will do desperate things.

Situations like this are always rather fluid. The deputy said he was moving to get to the side of the vehicle and was crossing, not standing there to block the vehicle. It is rather difficult to have a clear picture of the situation as it happened just based on a news article. The investigation is not done, there are no diagrams to illustrate the scene and certainly no complete story from the deputy involved. A statement from a berieved relative of the slain person, who was not there att he time has even less impact on the situation than does the opinion of the author of a news article who also wasn't there at the time. No matter what you might think, the story at the time in the article was that the driver was refusing to obey comands from a deputy. A motor vehicle IS a deadly weapon. A person "asking directions" would not refuse to comply with comands from a law enforcement officer in this situation.
