I've got a set of TM Elite rudder pedals (non-USB) that have been refurbished and work well. I've also got a set of CH Pedals (non-USB), although the pots are getting a bit old and sloppy. They work fine with a large enough deadband, or you could just clean or replace the pots. CH Products sells replacements at its web site. Personally, I like the feel of the CH Pedals better. Like their joysticks, CH's Pedals offer much less resistance than their TM counterparts. Also, the TM rudders pivot about a central axis (like Simpeds). The CH set does not pivot and, instead, uses two pedals (they actuate like the toebrakes on the CH Pro Pedals), which can be confIgured either as a rudder input (i.e., the signals from the two pedal pots are added to form a single output) or racing inputs (i.e., the two pedals act as brake and accelerator inputs).
