Sen. McCain....
« on: April 09, 2003, 10:50:45 AM »
Sen. McCain, when asked on ABC This Morning on the role France, Germany, Russia can play in the re-building of Iraq, gave a very simple, straightforward answer....(paraphrasing here) "If France, Germany and Russia really want to benefit the people of Iraq, they can begin by forgiving the debt that is owed to them by Saddam."

If, as these countries claim, there interests lie solely with the people of Iraq, they should all be declaring that they will be forgiving that debt immediately.

I think we still have a way to go before this is totally over, but it was encouraging to witness the Iraqi peoples' reaction today.

The challenge is to carry that good will forward to an Iraq that is governed by the fairly elected government by the Iraqi's.

so far havent heard of any fighting on a Sunni vs Kurd vs Shiite basis.  Worst I heard of was a crowd in Basra chasing & pelting a suspected fedayeen with sticks and stones, and the ministry of Finance Bldg on fire.

-Just heard an intersting discussion about "Odious Debt." Basically, it asserts that a "liberated" country (i.e. - one formerly ruled by a dictator) should not be held liable for debts assumed by the dictator, since it could be assumed that had the people had any say in their government, those debts might reasonably not have been assumed.

Using this argument, it could be argued that a newly "democratic" Iraq would not owe that money, especially since it could hinder the economic reconstruction of the country. Of course, there are arguments as to whether "odious debt" should be employed, based on its effects to international finance. A complication is how to determine which governments actually qualify under the term "dictatorship." Does communism apply? etc.etc.
