The best PCI card I know of is the VisionTek XTasy 9100 128 MB (factory clocked 250/250, other brands of the 9100 may be clocked 230/250 or even 230/230). Every comparative review I have ever seen indicates the 9100 pci stomps the 5200 pci.
I put one in my wife's e-Machine before we got married so I could play games when I was visiting.
Technically, it is equivalent to a Radeon 8500LE with a souped up BIOS, but this card has never ceased to amaze me.
My wife completed Prince of Persia using this card. It looked and played great. Aces High (version 1), Strike Fighters:Project 1, and Operation Flashpoint/Resistance all run fine with this card.
There are tradeoffs between quality settings and resolution. The card and PCI bus are not fast enough to do both. At 1024x768x32 you can run with high quality. At 1280x1024 with medium quality. 1600x1200 is possible but not very fast even with lowest quality settings.
I liked this card so much that I replaced a Voodoo 5500 in one of my old computers with one the AGP version. It performs even better with AGP and is easily the equal of my Radeon 8500 128MB (factory clocked 275/275).
The only problem is I just noticed this week on price watch that all of the 9100s have just about disappeared. Just a week ago VisionTeks were still available. You can probably find one at e-Bay.
