I have 1/48th models of the SBD, TBD and F4F all painted like that from the Lexington CV2's CAG. I love those pre-war high visibility schemes.

I dont know how to make the "Template". Starting out with the skin lines is the hardest and I dont even try it. I wait for some one else to do the hard part. After the skin lines (layer 1) is finished then add other layers such as squad insignia, weathering, fabric textures etc. This way you can go back to the template and modify layers for certain squadron markings. After you are finished with all the layers, creat a duplicate of layer #1. Select layer one then pain the plane. This way you only paint the skin and it paints under all textures!!!! (under all layers). After you finish, save that as template #2, reduce to 256 color, save as plane.bitmap and place in that type aircraft's skin file. Its a little more detailed but thats the basics.....or at least the way I learned how to do it.

that is bright it basicly is a program where you open a bmp w/ it and it will save the file in 256 w/o losing any color in the picutre.

Second make layers for panel lines and rivets and for any markings on the thing.

3.see if you can outline the parts that will be used

4.  take a line tool and do the long slow process of going over every panel line you see on the background on your panel line layer.

5. find a source that shows you where rivets are on the plane and put them in the rivets layer.

6. cut and paste markings on their layers you made.

7. paint the background white and you should be done

btw, Whats a good program to use to make skins. Ive seen Photoshop and Paintshop mentioned. WHich is better and how much do they cost? I have XP Pro but I have no clue if its came with something I can use. If you havent noticed I a complete tard with this stuff. You may have to come over and hold my hand while I make a skin.:D
