Idea on new planes

I know nothing about computer programing so this will probably be a stupid idea.  Since many members make the skins and maps is it possible that some might be able to program new aircraft and tanks then send them to HT for review?  Maybe even create an arena that is designed just to test out these designs before they go into the MA.
