Ati has a setting to rotate your monitor, rt click icon, settings.

At least Nvidia drivers do give the option to tilt the view.

The command on my school PCs is: Ctrl + Alt + Arrow.
When kids logged on, you can imagine messing up Ctrl + Alt + Delete...
