In ejection seat aircraft anyway. I don't know how tight you pull the straps for a sport chute/sport jump.
But T-38 type aircraft, we pulled the leg straps so tight that you walked hunched over a significant amount. Usually snugged them down right before going up the ladder and loosened them after descending from the aircraft, post-flight.
Now, I suppose a Prez meeting a crowd may not have got them exactly the correct amount of loose to satisfy a crotch-gazer like you appear to be, but as I recall the moment, he did have it loose enough to walk upright in a pretty normal fashion.
That's about as loose as most of us wore them right after getting out of the aircraft. One quick pull on the crotch buckles as you arched your back slightly would get you upright so you could do the post-flight walkaround and fill out the forms. We usually took off the chute once the next crew had the aircraft.
