What is it and should I have it on or off?

It depends.  You can try it either way.  If you have a really fast CPU and a somewhat slower video card, it might give a boost to frame rates at the cost of not rendering some things.

Hardware Vertex Processing means the video card is handling most of the rendering work.  Disabling it, places the burden of that work on the CPU.

With Hardware Vertex Porcessing on OR off my vid card appears to be doing all the work. Before patch 11 my vid card was using 30 - 40 megs of ram. With patch 11 it is using all of the ram regardless of whether HVP is on or off.....

At best I am getting 35 - 40fps now (usually less). Before Patch 11 I could get up to 85 fps, depending on the map and how many planes were in the area. Usually only the *cat 5* furballs would drop the fps below 30 though. With patch 11 I had to drop my screen resolution to 800 x 600 to get the 35 - 40fps.

WinXp Pro
Athlon 2000
Audigy sound
512m ram
FX5700LE 128m video

Btw, I have Anti-Aliasing-OFF, Anisotropic Filtering-OFF, Anisotropic Optimizations- OFF on my vid card options. Sound and Vid drivers are up to date also. (just checked on that the other day)
