ChangeCountryTime variable in offline flight: how to change it?

If I try to change the variable in offline flight in setup/arena settings nothing happens. min value =0 max value is 100000. It always stays at 6:00am. How can I change that value to noon?

Try:
.time hh mm n

n=ratio to real time (i.e.: 1 = 1/1, 4 = 4/1)
