Since the idea of having a fully manned bomber is resisted at every turn, what about more than one gunner for GVs and PT boats. I submit that this idea is different from manning all bomber guns because GVs, and especially PT boats, have guns which do not fire together. On the PT for example, you could have someone on the linked .50s and 20mm, another on the 37mm, and another on the 40mm. This would make for a more potent weapon, something needed since PTs are so easy to kill. This would have less purpose in GVs since you really only have a choice between the main gun and a little MG.
