Legal purchase and irresponsible/suspicious implementation are not mutually-exclusive. Everyone here is thinking that you're likely to either blow your eye out or get arrested, or both.

Potassium nitrate is a key ingredient in TNT synthesis.  I doubt it's easily accessible by the general population.

There are many other ways to lower Ph, like many kinds of acid.
As for making a bomb, it's ammonium nitrate with diesel, - most explosive contractors use that along with dynamite. You have to know the mixing procedure though.
The hollywood explosive is also a lot of ammonium nitrate mixed with dynamite. The reason is price and availability.
N fertilizer contains a certain amount of calcium, to make it less explosive.
N fertilizer on it's own will lower Ph, but lots of N will also kill fish - both are problems in intensive agriculture.
(N Fertilizer is Calcium ammonium nitrate, typically containing somewhere between 27 and 33% of pure N, with some typical 2-4% Ca)
It was very interesting to carry out the flight trials at Rechlin with the Spitfire and the Hurricane. Both types are very simple to fly compared to our aircraft, and childishly easy to take-off and land. (Werner Mölders)

last explosive game we played here was using  a 5' scafolding pole, filling it with homemade gunpowder, and using it as a motar to lob tennis balls at my enemies in the village.

I made lots of stuff in my younger days, flares, smoke flares, and molotov cocktails. I got away lucky with a few burned hairs and so :D
