New Hampshire ballot crumminess

From the New Hampshire primaries, their procedure is that they're supposed to put the ballots in a vault overnight, but here, they change to leaving them out.  The Secretary of State says "it's ok, trust us" basically.

The next night, the place is completely unlocked and the camera crew is able to walk in with the ballots and could have done anything they wanted.  They also demonstrate the 'seal of new hampshire''s effectiveness at blocking their ability to open a box without leaving evidence.

This is...  ridiculous.  Where is the accountability?  What integrity does out balloting system have?

That is troublesome.

My problem with it is twofold.. and it can, in my eyes, only be one of two possibilities..

A:  VERY BAD...Is it simply complete lack of planning or responsibility?  Oversight?  Simple disrespect for the process?  Utter incompetence?

or

B: VERY VERY VERY BAD...  Was the room left unlocked, unguarded and unsupervised for that length of time for another, "darker" reason? (and the media just stumbled onto a larger can of worms)  Say, 20 grand and supervisor of elections "forgets" to lock the back door on some night, giving a someone unfettered access to ballots for 6 or eight hours....

The entire process needs an overhaul... top to bottom.
