This is gonna age me but if your talking VHS to PC/DVD I use a Dazzle device to get it into the PC then Cyberlinks Power Director to edit.  

Works very well.  Just did a bunch of VHS tapes from the late 80's early 90's and apart from the old lower quality of the VHS it came out and converted and edited like a dream.  

I think Power Director was $69. and the Dazzle device was $39.  Well worth it considering the VHS tapes won't last much longer due to age and the 5 kids when they were little is priceless.

Do a Google on the Dazzle and then Power Director.  If you end up with the Dazzle don't use the software that comes with it.  Clunky and tough to get it going.  I had a vid edited and burned in about 30 minutes with P-D

If you have win XP you should have Windows Movie maker. WMM is an wasy program to use.

Also If you have a digital video camera, plug in a firewire to it and the CPU... There should be a prompt for you to take film from it using a windows program. You can take off the whole film, or take certain sections of film. Save that footage and you can bring it up later in WMM to edit etc.

Does your Video camera have a USB/Firewire cable?  If so, no need for the Dazzle as recommended above.  You 'could' use Windows Movie Maker for this as it is free.  Otherwise, best bang for the buck is Sony Vegas hands down.  I've never used Vegas for Video Camera editing, but I can't imagine it is much different.  When I was in college and took the Video/Movie making course, we used Adobe Premiere to edit and Adobe Encore to build DVD versions.  I have used Sony DVD Architect for making DVD's (as in menus and stuff) for other projects and I enjoyed it much more than Adobe Encore.

I've used vegas when using camcorder footage... It's great, and not too hard if you're familiar with the program.
