It is for almost everything but the presidential election. Aren't most state elections decided with a simple plurality?
Yes. That just gets people in office. When it comes to getting laws passed what the majority of the people want does not come into play. It's the majority of the people that were elected into office. And to think that the majority of those people in office have the "people's interest" in mind when making decisions is a far-fetch notion.
