we had 41 jugs in that mission to be exact. i was on of them, we had a great conversation while on the way to that base too

Only the first 32 icons you see will display. There will be more cons around and they will still be moving and fighting, but you will only display the closest 32 icons over their dots.

Apparently it's a game limitation, as somebody else has noted in film viewers and offline missions as well.
