So here is his plan, straight from his mouth:
Get rid of nuke research, including development of systems to replace existing but aging nuke arsenal.
Work with Russia to eliminate nukes as a deterrent against attack by taking them all off alert.
Reduce and/or eliminate entire nuke arsenal.
Get rid of all missile defense (he says “unproven” missile defense, but it’s ALL unproven until you test it, and see the next note)
Stop or slow ALL defense programs and future combat systems.
Eliminate the Quadrennial Defense Review as a process for determining defense spending priorities.
The most disturbing part I think is that he says the QDR will not be used as an “excuse” to spend money on defense, basically meaning he plans on running military planning, ops, procurement, etc. “off the cuff” without any forethought, plan, or strategic concept to determine requirements. He’s gonna wing it, and his first step is to eliminate anything that is unproven and slow down or cut spending on everything else, while simultaneously eliminating our best deterrent against attack.
