I just skimmed through the article but didn't see anything regarding what it is supposed to be used against?
I already know about lasers being researched for use in missile defense..  What about using it on armor or people? 
Wow man...  If this thing can punch a clean hole through someone....  Ouch...
I'd assume you'd have to hold it steady on armor for a bit to get any kind of effect.. 
Maybe less for aircraft.... 
Next 10 years or so, you'll have something like a rifle or hand held unit with a back-pack or belt or something..

A nice side effect of that would be more research on long lasting batteries, or different mobile sources of electricity...  Which means eventually my laptop will have even longer battery time :D.

From what it looks like to me, it seems like the laser is designed to replace those in laser guided bombs or rockets or airstrikes or whatever.  It's not a weapon so much as it is an asset to be used in weapons, i.e. bombs.

Agreed....While I don't know much about lasers, I would think a 15 kw laser would be pretty intense....

In 2004 while working for Northrup Grumman we were shown a video of a ground base laser shooting down 3 66mm morters in filght. Was way cool!
