I understand the need to make everyone use the runway
Why? Hundreds of WWII airbases had only a big grass field. Fighters could take off the way they wanted to (yes, yes, provided you have the wind in your face

).
There is also a great felling of success when you do get the landing down. Can't have the success with out the posiblity to fail.
I think that, after a tough dogfight, getting the damaged kite home and down near the rwy should provide more reward. Isnt weird that landing a vulched enemy airbase is a success?
crippling an aircraft on the runway (eg with broken gear) should still be a ditch.
In many cases real fighters/bombers got back home with damaged gears and a good gear-up landing at home, even off the rwy, should count like a successful landing.
