Some of the comments in this thread are bordering dangerously on becoming of the "Well the rape victim was ASKING for it" variety.
Yes, if this happened at a party there probably wouldn't have been much attention drawn to it. But this occurred at a POLICE STATION, and these men were on ACTIVE DUTY during this incident. I don't care what they would have done if it was their off-hours, but they were on the clock here. It was unprofessional, and if this happened at almost ANY OTHER place of business (other than perhaps a bar or club) you'd have seen the same sort of disciplinary action against the employees.
Regardless of how the woman was acting the officers involved should have put a stop to it IMMEDIATELY, NOT encouraged or taken advantage of her behavior. All it would have taken was a warning. If she didn't stop after that they could have put her in lockup until her ride got there.
