They used to do this in the S3 in warbirds. It's a decent plan enough. But instead of a number of planes, I'd take that number, and assign certain squads to reach that number, within a minor fluctuation to accomodate the +2 rule for squad size. It worked out just fine in the S3, and seems it'd be easier to just check which squads launched from which base, rather than spend time counting planes.

You mean something like this?

A CV can launch:

36 fighters, composed of:

  • 3 7-10 squadrons
  • 1 7-10 squadron and 2 4-6 squadrons
  • 4 4-6 squadrons
  • 2 11-15 squadrons
  • 1 7-10 and 1 16-21 squadrons

36 dive-bombers, composed of:

  • 3 7-10 squadrons
  • 1 7-10 squadron and 2 4-6 squadrons
  • 4 4-6 squadrons
  • 2 11-15 squadrons
  • 1 7-10 and 1 16-21 squadrons

and 18 torpedo-bombers, composed of

  • 1 11-15 squadron
  • 1 7-10 squadron
  • 2 4-6 squadrons
Ron White says you can't fix stupid. I beg to differ. Stupid will usually sort itself out, it's just a matter of making sure you're not close enough to become collateral damage.

Something like that. The larger the airfield, the more squads it could support theoretically.
So squads are limited to taking off from that field, but can rearm at any friendly spot thats active.
