My stutter problem

Regular Ah runs fine.

New version same settings drivers as before.
I go F5/F8 and pan around i get a constant screen stutter about
every couple seconds as i pan.  FR steady 60.  net stat looks normal
Var flat, host que sawtooth as usual.

Stutter gets really bad in a Tank in main gun zoomed in on trees and try
to pan left or right with turret. 

Iver tried from 256 Texture up 1024 stutter no better or worse. Windows setting
for video is app controlled.

No AV or firewalls. Connection FioS  20down/5 up
