Does ENY work now?

      What we need is a local eny to prevent the whole side from concentrating in one area.

Just for the record: "inflight" doesn't matter for ENY.

Also, 79% of Bish are in-flight with only 70% and 69% of Knights and Rooks (respectively).  Should one side be punished with an ENY because one country parks it in the tower for a few minutes?

To be precise: It's based on country percentage (last row). 20 Players more can mean a huge advantage at some times, and a negligible one at others, depending on total population. But many players never get the difference between looking at absolute and relative numbers ;)

Yes. It should play no role if players are in tower or inflight. Else ENY restrictions could easily be circumvented by mega-missions.

What gets me bout eny is if you switch countries, you have an hour before you can switch again. Unless of course you leave the arena you're in to go to the other LW arena. Then its double I think.

Switched in blue the other night, fights sucked on the side I switched to, so I went to orange. When I get there, knits actually had numbers so I decided to switch. Instead of under an hour before I could switch it told me 83 minutes.

How does this encourage side balancing?

I think this is a bug and should be reported if it happens.

Spoke with quite a few people who supposedly reported it. don,t know if they ever did for a fact. I just try to avoid switching arenas after I switch countries.

Agreed - but when you try to design one, you realize that a local ENY has two flaws...

a) Closing the fighter hangers for your enemy effectively closes your own... 
b) It will effectively prevent a squad/mission from taking off from rear bases because there's no enemy near to balance ENY.

I spent a considerable amount of time on it at one point, and while I won't say it's impossible, it's much easier to say we should have it than to come up with a functional algorithm that actually would work, without breaking more than it fixes.

ENY is one of those things that seems not to work, except when compared to other alternatives.  To get around the current system, one can switch sides, within time restrictions, or up a plane above the ENY.  There are plenty of very good planes at 20 and above ENY.

How would a local ENY work?  What about a massive raid deep over enemy fields?  The planes affecting ENY would already be in the air.  So, would the country being bombed be given a lower ENY locally?  Or would the nearest fields of the mega-raiders be given a higher ENY?  Would the first X planes of the mega raid have lower ENY restrictions than the last planes to launch?

I believe the current system has evolved over time.  The delay in switching countries is probably to prevent people jumping back and forth as 'spies.' 

Whatever is proposed, there will be holes in the system.

Local eny would be worse than what we have now. Eny should just be based on total number in flight like so many has said before
