Ports open???

Been getting my system back and running.  So far so good, but the other day I installed my scanner with my scuzzy card in the ISA slot.  After that everytime I try to log on to the net I get "The applications attempt to use the port driver associated with com2 has failed because the port driver is busy or does not exist".
I gather the scuzzy card is doing something to cause a problem. I don't have any conflicts listed in my DM.

What I do to get on line is open my modem and delete what is listed, then reboot.  Then  when I boot back up it reinstalls the modem and I can get online "once only".  After that I have to delete the modem again and reboot.
