This has existed for awhile but I hadn't posted it. Not sure it has been posted before.
Basically the "y" position cannot be changed for "world relative" view once camera position has been grabbed. Whatever the y position is grabbed at, no matter what value you give the y position the camera doesn't move to the new y position. Instead it remains in the same y position the original camera shot grab was made at. I have not checked to see if the same issue exists for the "plane relative" camera view as well.
