Windows Vista Registry location

So I am having an issue with my girlfriend's vista machine that it will not allow me to display a background image, I have found the solution and need to take the following steps:

navigate to the following key:

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies

Then right click on Policies > New > KEY > name it as “ActiveDesktop”.

Next in RHS, rt click > New > DWORD > name it as “NoChangingWallPaper” .

The DWORD value 1 will restrict change in desktop wallpaper. To allow change give it value as 0.

Reboot.

However I am not familiar with vista and do not know how to navigate to this location, how do I do this on vista?

Wouldn't this be a better question perhaps in Hardware and Software?

If you are not familiar with messing around in the registry, you shouldn't do it. It's easy to crash a system or stop a program from working properly.

If you feel you must, click on start, run, regedt32, then start mucking around.

You could have just given him a key that allows it to work (if you know how).  :devil

Thanks, I don't know why I didn't think about using the program in the description of how to fix my problem! I fixed it and the background image is working again.
