layers let you separate your art work, basically stacking art on top of each other to make 1 image. on one layer you will have all your panel lines maybe rivets also, then on another you would have one with your actual camo/paint. another layer could have markings and nose art or you could have all those on different layers.

It lets your separate it into as many pieces to make it easier to work on. Imagine you get done then notice something in the paint doesn't line up, you go fix it but now your markings need to be fixed and your panel lines need to be redone. With layers you just go to the paint/camo layer fix it while everything else is safe.

Considering you are using such a simple program, the skin looks excellent. A higher resolution, more detail, and perhaps better looking/accurate colours would really make this skin a work of art.

GIMP is a great free tool and your best bet. 

If you're looking for something closer to the ease of MS Paint, and you use the Firefox browser, I found an add-on for Firefox a couple of days ago that might suit your purposes. 

It's a free, Flash-based plug-in called Pixlr Grabber  It allows you to edit images or screenshots by opening them in another tab or window of the browser.  The image appears in a very "Photoshop-like" user interface, and you can immediately edit the image without opening another program.  It has many adjustments, filters, and brush effects that can be applied to the image.  More than Paint, but less than GIMP.  It supports a proprietary Layers format called PXD.  You can edit by adding layers and when done with the image, it can be saved in the usual formats.  I haven't tried it extensively, but it appears that it would get the job done for simpler jobs.

GIMP wont be possible for me  I tried downloading it from many different websites (including, of course, the official one) and It downloads fine but when I try to run the setup an error dialog box pops up saying "The setup files are corrupted. Please obtain a new copy of the program."
