GIMP is a great free tool and your best bet.
If you're looking for something closer to the ease of MS Paint, and you use the Firefox browser, I found an add-on for Firefox a couple of days ago that might suit your purposes.
It's a free, Flash-based plug-in called Pixlr Grabber It allows you to edit images or screenshots by opening them in another tab or window of the browser. The image appears in a very "Photoshop-like" user interface, and you can immediately edit the image without opening another program. It has many adjustments, filters, and brush effects that can be applied to the image. More than Paint, but less than GIMP. It supports a proprietary Layers format called PXD. You can edit by adding layers and when done with the image, it can be saved in the usual formats. I haven't tried it extensively, but it appears that it would get the job done for simpler jobs.
