Manned gun down time??

I never looked into this before, but are manned guns and auto ack down for different periods of time? Auto ack stays down for 45 minutes, I know, but I've seen manned ack pop in 15 minutes before. As it always been like this?

soft guns + 17 pounder  =  15 mins.

The soft guns on the base are manned, but the soft guns in town are automated. All soft guns stay down for 15min.
