Would this be the forum to discuss the development of new maps?  Is it possible for someone, anyone, to develop and contribute a new map to any of the arenas?

Yep this is the right spot. Most of the terrains previewed here make it into the game eventually as AvA/SEA terrains. MA terrains are only occasional due to the restrictions & time involved. If you have an interest in learning how, this forum will provide most of the info needed. Lots of help to be found here too.

so if i want to learn how to create a terrain, all i have to do is post on here, asking nicely for a bit of help, and ill get it eventually? if thats the case, youve got one terrain new editor :aok as soon as exams are finished :(

B17 the two most prolific people to ask here for help that I see are USRanger and MrMidi, they have helped alot of people here and have done alot in the terrian editor. The answer to you r question on aking nicely, yupp they will help you and others here will help you also.
