Icon settings

This may be a bug or an undocumented feature, I can't tell which.

Enemy Icons cannot be set below 3000 feet.

To avoid a public commitment either way.

After a few months all the folks who really prefer no icons will be gone and the issue will be officially dead.

Or it was a mistake......
