As far as I can tell, if your formation has been intercepted by a credible defensive force, this should satisfy the T+60 rule regardless of time/vacinity to your attack area.  Now I don't think this should be misinterpreted as saying that you can fly wherever the heck you want and as long as you're attacked, it's fine.  I still think there needs to be intent added to the equation, but other than that, I think the 'attack' begins the second you come under assault.

It is my intent to be on target before T+60. The idea of my thread was what to do when fired on while in my scope. Now I know my defense is primary and any attacking foe will wonder if I am in my guns or scope.
